Biden to Attend ‘European Quad’ in Germany This Week:
According to three Western officials who are familiar with the matter, President Joe Biden is expected to revive a meeting with German Chancellor Olaf Scholz, French President Emmanuel Macron, and United Kingdom Prime Minister Keir Starmer in Berlin this week. This meeting is expected to take place as the leading arms suppliers to Ukraine consider future support for a conflict that is about to enter its fourth year.
A meeting between the four leaders and Ukrainian President Volodymyr Zelensky was scheduled to take place at Ramstein Air Base the week before. However, the meeting was canceled because Vice President Biden decided to postpone his trip abroad as Hurricane Milton was making its way into the southeast region of the United States.
Biden made a commitment to reschedule the trip to Germany, but, the prospects for the gathering of the so-called European Quad were not certain at the time.

On Friday, Zelensky went ahead with his scheduled trip to Germany for a bilateral meeting with Scholz. During the visit, Scholz made a commitment to provide an extra $1.5 billion in fresh assistance on behalf of the German government.
According to the Kiel Institute for the World Economy, a German think tank, the United States of America, Germany, the United Kingdom, and France are all essential armament suppliers for Ukraine in its defense against Russia. Since February 2022, these countries have provided Ukraine with around $90 billion in direct military assistance.

Over the last several weeks, Zelensky has gone on a global tour in order to garner support for his country’s defense against Russia. This comes at a time when the presidential election in the United States has raised doubts about the viability of the assistance that is being provided. Both former President Donald Trump and Vice President Kamala Harris were present during Zelensky’s visit to Washington in September. Additionally, Zelensky met with former President Donald Trump in person.
